<p />  (Reuters) &#8211; The United States reversed policy on Wednesday and said it would back launching talks on a treaty to regulate arms sales as long as the talks operated by consensus, a stance critics said gave every nation a veto.
<p /> The decision, announced in a statement released by the U.S. State Department, overturns the position of former President George W. Bush&#8217;s administration, which had opposed such a treaty on the grounds that national controls were better.
<p />  U.S. Secretary of State Hillary Clinton said the United States would support the talks as long as the negotiating forum, the so-called Conference on the Arms Trade Treaty, &quot;operates under the rules of consensus decision-making.&quot;
<p />  &quot;Consensus is needed to ensure the widest possible support for the Treaty and to avoid loopholes in the Treaty that can be exploited by those wishing to export arms irresponsibly,&quot; Clinton said in a written statement.
<p />  While praising the Obama administration&#8217;s decision to overturn the Bush-era policy and to proceed with negotiations to regulate conventional arms sales, some groups criticized the U.S. insistence that decisions on the treaty be unanimous.
<p />  &quot;The shift in position by the world&#8217;s biggest arms exporter is a major breakthrough in launching formal negotiations at the United Nations in order to prevent irresponsible arms transfers,&quot; Amnesty International and Oxfam International said in a joint statement.
<p />  However, they said insisting that decisions on the treaty be made by consensus &quot;could fatally weaken a final deal.&quot;
<p />  &quot;Governments must resist US demands to give any single state the power to veto the treaty as this could hold the process hostage during the course of negotiations. We call on all governments to reject such a veto clause,&quot; said Oxfam International&#8217;s policy adviser Debbie Hillier.
<p />  The proposed legally binding treaty would tighten regulation of, and set international standards for, the import, export and transfer of conventional weapons.
<p />  Supporters say it would give worldwide coverage to close gaps in existing regional and national arms export control systems that allow weapons to pass onto the illicit market.
<p />  Nations would remain in charge of their arms export control arrangements but would be legally obliged to assess each export against criteria agreed under the treaty. Governments would have to authorize transfers in writing and in advance.
<p />  The main opponent of the treaty in the past was the U.S. Bush administration, which said national controls were better. Last year, the United States accounted for more than two-thirds of some $55.2 billion in global arms transfer deals.
<p />  Arms exporters China, Russia &lt;<a href="http://www.reuters.com/places/russia">http://www.reuters.com/places/russia</a>&gt; &nbsp;and Israel abstained last year in a U.N. vote on the issue.
<p />  The proposed treaty is opposed by conservative U.S. think tanks like the Heritage Foundation, which said last month that it would not restrict the access of &quot;dictators and terrorists&quot; to arms but would be used to reduce the ability of democracies such as Israel to defend their people.
<p />  The U.S. lobbying group the National Rifle Association has also opposed the treaty.
<p />  A resolution before the U.N. General Assembly is sponsored by seven nations including major arms exporter Britain. It calls for preparatory meetings in 2010 and 2011 for a conference to negotiate a treaty in 2012.

<p>I&#8217;ve been to lots of games before and have loved them all, but Game 7 last Tuesday was really special. Seeing my Wings win a deciding game on the other team&#8217;s home ice, well it just doesn&#8217;t get any better than that! The Wings broke a 46 year draught by beating out the Coyotes. The Red Wings haven&#8217;t won a Game 7 on the road since their 1964 victory at Chicago in the opening round.
<p />Cheers to my Wings&#8230;looking forward to this second round of play beginning tonight in San Jose. GO WINGS!

<p>There has been considerable debate raised about Monckton&#8217;s conclusion that the Copenhagen Treaty would cede US sovereignty. His comments appear to be based upon his interpretation of the The Supremacy Clause in the US Constitution (Article VI, paragraph 2). This clause establishes the Constitution, Federal Statutes, and U.S. TREATIES as the supreme law of the land. Concerns have been raised in the past that a particularly ambitious treaty may supersede the US Constitution. In the 1950s, a constitutional amendment, known as the Bricker Amendment, was proposed in response to such fears, but it failed to pass. <p>Lord Monckton served as a policy adviser to Margaret Thatcher. He has repeatedly challenged Al Gore to a debate to which Gore has refused. Monckton sued to stop Gore&#8217;s film &#8220;An Inconvenient Truth&#8221; from being shown in British schools due to its inaccuracies. The judge found in-favor of Monckton, ordering 9 serious errors in the film to be corrected. Lord Monckton travels internationally in an attempt to educate the public about the myth of global warming.</p>

<p><span style="font-family: arial,helvetica,sans-serif;"><span style="font-size: small;">Brian Wood, disarmament expert for Amnesty International, explained in a Bloomberg report why his organization and others are pushing for the U.S. to join Arms Trade Treaty talks. Wood said the U.S. is the largest conventional arms </span></span><a id="KonaLink7" style="position: static; text-decoration: underline ! important;" onclick="adlinkMouseClick(event,this,7);" onmouseover="adlinkMouseOver(event,this,7);" onmouseout="adlinkMouseOut(event,this,7);" href="http://www.wnd.com/index.php?fa=PAGE.view&amp;pageId=116041#" target="_top"><span style="font-family: arial,helvetica,sans-serif;"><span style="position: relative; color: blue ! important; font-weight: 400;"><span style="font-size: small;">trader</span></span></span></a><span style="font-family: arial,helvetica,sans-serif;"><span style="font-size: small;"> in the world and the unregulated trade of conventional arms &#8220;can fuel instability, transnational organized crime and terrorism.&#8221;</span></span></p>

<p><span style="font-family: arial,helvetica,sans-serif;"><span style="font-size: small;">But Bob Barr, a former U.S. representative and presidential candidate of the Libertarian Party explained in a separate interview with the NRA&#8217;s Simone how a treaty that looks like it&#8217;s all about fighting international crime will necessarily lead to erosion of Second Amendment gun rights:</span></span></p>
<p><span style="font-family: arial,helvetica,sans-serif;"><span style="font-size: small;">&#8220;Even though [treaty advocates] all say, &#8216;We are not going to involve domestic laws and the right to keep and bear arms, that won&#8217;t be affected by all this,&#8217; that&#8217;s nonsense,&#8221; Barr said. &#8220;There&#8217;s no way that if you buy into something like this and a treaty is passed regulating to ensure that firearms transfers internationally don&#8217;t fall into the hands of people that the U.N. doesn&#8217;t like, there&#8217;s no way that that mechanism will work unless you have some form of national regulation and national tracking.&#8221;</span></span></p>
<p><span style="font-family: arial,helvetica,sans-serif;"><span style="font-size: small;">Bolton not only agrees with Barr&#8217;s assessment but also sees the treaty as an Obama administration end-around of the Constitution:</span></span></p>
<p><span style="font-family: arial,helvetica,sans-serif;"><span style="font-size: small;">&#8220;After the treaty is approved and it comes into force, you will find out that it has this implication or that implication and it requires the Congress to adopt some measure that restricts ownership of firearms,&#8221; he said. &#8220;The administration knows it cannot obtain this kind of legislation purely in a domestic context … They will use an international agreement as an excuse to get domestically what they couldn&#8217;t otherwise.&#8221;</span></span></p>
<p><span style="font-family: arial,helvetica,sans-serif;"><span style="font-size: small;">Clinton&#8217;s October statement of support for the treaty negotiations was filed with a caveat that the Conference on the Arms Trade Treaty operate under the consensus rule of decision-making, essentially that its provisions be adopted unanimously.</span></span></p>
<p><span style="font-family: arial,helvetica,sans-serif;"><span style="font-size: small;">&#8220;Consensus is needed to ensure the widest possible support for the treaty,&#8221; she stated, &#8220;and to avoid loopholes in the treaty that can be exploited by those wishing to export arms irresponsibly.&#8221;</span></span></p>
<p><span style="font-family: arial,helvetica,sans-serif;"><span style="font-size: small;">But Bolton warned gun owners not to think the consensus rule will stop the treaty from passing.</span></span></p>
<p><span style="font-family: arial,helvetica,sans-serif;"><span style="font-size: small;">&#8220;Consensus at the U.N. is a way of saying unanimity, everybody agrees, but in fact, the U.N. in the last eight years could have been very close to consensus on exactly this kind of treaty but for the Bush administration,&#8221; Bolton said. &#8220;So I don&#8217;t think her comment about consensus offers Second Amendment supporters any consolation, because absent the Unites States, nobody is really going to put up an objection to this.&#8221;</span></span></p>
